I've just heard a rumor that the Iraqi Governing Council has instituted a flat %15 income tax for Iraqi citizens. I've been looking, but I can't find a story on it, so perhaps it is just a rumor.

If it is true, though...if we can get the US military to invade ourselves, can we institute a flat tax program for the US?
