From a Washington Times column by Bill Gertz:
Item 1 (strength of reputation): Iraqi soldiers are already defecting, and some soldiers are packing white flags in their combat gear. Some Iraqi tank groups consisting of 28 tanks have only 6 working tanks.
Item 2 (strength of bureaucrats): The term Commander in Chief (CINC) for general designations (for example, CINCPAC for the general in charge of the military in the Pacific region) is being changed. It seems that CINC is confusing as the President (POTUS) is also known as commander in chief and the military wants no confusion over true rank. Sounds good. So, what did Rumsfeld pick? Commander, CDR. As in CDRPAC. Ummm....isn't a commander (abbr: cdr) the Navy rank between Lieutenant and Captain? Yep. Coast Guard, too. The change is effective today.
Perhaps if the surrendering Iraqis got the CINC/CDR memo, they wouldn't be surrendering.
